Microsoft account

I have a university laptop that was purchased new for a grant. Tag # 140510 - I am trying to do the set up but it says I do not have a Microsoft account. I have tried it for organization use and personal use and get the same error. Pictures of screen included: one is of the personal use screen, one is for organization use.
